What does this MR do?
As a part of our Apollo 3 migration, we decided to set assumeImmutableResults to true on a per-application basis. Thie MR changes the setting of policy editor application

How to setup and validate locally (strongly suggested)
- Follow the scan execution creation snippet to create some scan execution policies
- Navigate to
Security & Compliance=>Policies - Select one of the predefined policies to edit
- Verify that one can Create/Edit/Delete existing scan execution policies
