EE: Add RuboCop cops to enforce code reusing rules
What does this MR do?
This is the EE version of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/21391. It just solves a few merge conflicts, and whitelists a whole range of EE specific offenses. The actual RuboCop code remains unchanged compared to the CE merge request.
