Show blocked icon on epic blocked issues
What does this MR do and why?
It adds a blocked icon beside blocked issues within the epic issues list.

How to set up and validate locally
- Checkout the branch
- Navigate to a group
- Create an epic
- Navigate to a project inside the group
- Create 2 issues, one of them blocking the other
- Assign the blocked issue to the epic created in step 3
- Navigate to the created epic
- Observe the icon of the issue within the "Epics and Issues" tab
