What does this MR do?
As a part of our Apollo 3 migration, we decided to set assumeImmutableResults to true on per-application basis. Thie MR changes the setting of issuable suggestions application

- Go to the Project > Issues
- Try to create a new issue and observe the list of suggestions
- Make sure there are no errors
