What does this MR do?

Quarantines qa/specs/features/ee/browser_ui/5_package/dependency_proxy_sso_spec.rb on Staging and Production:

The test is failing due to top_level_group_creation_enabled being disabled, please see #342329 (comment 696599160)
If FF is enabled and test user is able to create a root group, the test fails with a new failure - #342523 (closed)

The decision is to quarantine the test to reduce the noise while it's investigated.
