Move on-demand scans JavaScript assets
What does this MR do and why?
This renames the on_demand_scans/ JavaScript assets directory to on_demand_scans_form/.
This name is more aligned with what the components actually do. Renaming this now also makes room for the upcoming on-demand scans index page that we'll implement in on_demand_scans/.

- Navigate to the on-demand scans form at
/:namespace/:project/-/on_demand_scans/new.
