Docs: Update issue link for SSO enforcement in API

What does this MR do?

The old link was not the correct issue for SSO enforcement as it relates to the API, was closed, and had some confusing comments. The new link is the issue where SSO enforcement in the API is being tracked.

Not directly related, but I found this issue when researching a support ticket (internal).
