Changed badge to gitlab-ui element
What does this MR do and why?
This MR changes the badge element to the GitLab UI badge on the cluster page. We change it to the info type badge and move it to be after the title. We also update the spacings in the title area.

How to set up and validate locally
Steps to set up and validate the change locally:
- Add a cluster to the project from Infrastructure -> Kubernetes clusters
- Go to the cluster view and verify the badge showing cluster type
