Update cluster management project template with new version of Falco

What does this MR do and why?

This change updates cluster management project template to use new updated version of Falco chart: 1.15.17

How to set up and validate locally

Example below:

1. Create new project from template: Cluster Management
2. Use this project as cluster management project, configure Kubernetes cluster and enable falco (https://docs.gitlab.com/ee/user/infrastructure/clusters/manage/management_project_applications/falco.html).
3. Verify in the cluster what version of Falco chart is installed on your cluster.
