Continuous onboarding experiment iteration 2: change destination URLs

What does this MR do and why?

Fulfills most of #337534 (closed) by changing the destination URLs of the onboarding links.

How to set up and validate locally

  1. Ensure you have an EE license applied to your GDK
  2. Enable the check_namespace_plan application setting
  3. Enable the experiment: :change_continuous_onboarding_link_urls
  4. Register for a new account in your GDK
  5. Land on the Onboarding page after all the registration steps
  6. Try out the links on that page; they should take you to various places in the app rather than to issues in the “Learn GitLab” project
