Geo: Add retry to load of artifacts page for Geo secondary sites

Adds a retry when trying to select artifacts. This is required for Geo as when we use this for viewing artifacts on a secondary site the artifacts arn't always replicated from the primary instantly. This means the artifacts might not be present on the first load. Depending on the replication method this can take a couple of minutes to appear.
