Update Compliance nav item and breadcrumb
What does this MR do and why?
This MR updates the compliance nav item, title and breadcrumb from "Compliance (Dashboard)" to "Compliance report" as described in #325999 (closed).

How to set up and validate locally
- You need a GitLab Ultimate license.
- View the Compliance report at
[GDK_HOST]/groups/gitlab-org/-/security/compliance_dashboard. - Confirm that the nav item and page strings have been updated to
Compliance report.
