Remove unused guest_package_events.yml event file

What does this MR do and why?

Related to #337327

This removes lib/gitlab/usage_data_counters/guest_package_events.yml. To my knowledge, this file is unused and is a leftover from GuestPackageEventCounter renamed in 4cbf8894. An identical file is removed there, so this seems like a copy left by mistake.
