Migrate activity tabs form bootstrap to GlTabs

What does this MR do and why?
This change updates the classes used to render filter tabs for project activity.
Tabs are now compliant with Pajamas and don't use Bootstrap classes.

How to set up and validate locally
- Visit the activity dashboard http://gdk.test:3000/dashboard/activity
- Switch between the tabs.
