Add step to test modified sshd_config before restarting SSH daemon

What does this MR do?

This MR adds a step to recommend testing a modified sshd_config before restarting the SSH daemon. This should help identify any potential errors or typos in the configuration that could cause issues with the SSH daemon restarting successfully after making configuration changes.
