Disable infinitely_collapsible_sections feature flag

What does this MR do and why?

This changes the default_enabled value to false of the infinitely_collapsible_sections feature flag due to a possible backend bug that makes failed jobs not display the inner contents of the collapsed sections, more details in #341769 (closed)
