Related to #337935 (closed)

In #335459 (closed) we added local time to user's profiles. This MR adds the same information to the user popover on issues and MRs.

How to set up and validate locally

  1. Set your time zone in /-/profile
  2. Navigate to a MR or issue and make a comment
  3. Hover over your name on the comment
