Update pending builds namespace traversal ids when needed

What does this MR do and why?

This merge request adds support for updating a pending builds namespace traversal ids when group runners setting are toggled on a project level.

This effectively either enables or disables group runner support in a given project. This will either prevent or make it possible for group runners to pick builds in a project.
