Clarify that default branches cannot be deleted

What does this MR do and why?

As explained in #340566 (closed), previously both the documentation and the UI suggested that default branches could be deleted. However, there is apparently no circumstance where a default branch is allowed to be deleted. This eliminates that suggestion from the branch protection feature docs and UI, and adds a note to the default branch documentation that default branches cannot be deleted.
