Abstract out page layout in Security Configuration

What does this MR do?
This MR abstracts out layout from SAST & API Fuzzing configuration pages, into a new component ConfigurationPageLayout for enforcing consistency, and for better maintainability. These both pages were aligned in !69429 (merged).
