Create a Changes section in the container scanning docs
What does this MR do?
Cleans-up the Configuration section of the Container Scanning documentation.
- Move changes from Configuration to its own section
- Reduce prominence of instructions for GitLab version 11.9 and lower.
- Link to the complete analyzer change log.
