Github Importer: Improve logging with more identifying data

What does this MR do?

Removes github_id from the GitHub importer for logging and replaces it with a github_identifiers that allows for more identifying data to be supplied when needed so that logging and then investigation of possible issues can be more successful as per #335203 (closed)
