Add milestone to license metrics

What does this MR do?

• Update regex for milestone validation so we can allow versions like <13.9, this would be good enough for metrics we don't know the milestone.
• 13.9 is the milestone when we introduced the metrics yaml definitions
• Update metrics definition for license metrics as first iteration
• Rest of metrics will follow-up in a separate MR
