Update structure.sql to match migration times
What does this MR do?
!68593 (merged) introduced two new columns to application_settings - max_yaml_size_bytes and max_yaml_depth. This MR updates structure.sql and moves them at the bottom of the columns list, in order to avoid diffs when the file is regenerated.
