Update upcoming reconciliation banner copy
What does this MR do?
Addresses https://gitlab.com/gitlab-org/customers-gitlab-com/-/issues/3474.
Update the reconciliation notification banner to direct the user to read the docs for more detailed information about notification and invoicing timelines.
Note that the copy updates were revised in this comment: !69256 (comment 676260460)
