Scaffold FE structure for work items
What does this MR do?
This MR implements a part of #334807 (closed) - here, we create a placeholder route to render Vue application and added a feature flag to use later.
How to setup and validate locally (strongly suggested)
- Enable the feature flag
Feature.enable(:work_items) - Visit any project work items page such as
http://127.0.0.1:3000/flightjs/flight/-/work_items
