Add allow list on callsite offenders

What does this MR do?

In !68620 (merged), we enabled this cross-database query check everywhere with a spec file-based allowlist.

Analysis of these allowlisted failures reveal a substantial percentage of fails stem from common callsites (see #339299 (comment 661391944)).
