Add user preference to disable project buttons

What does this MR do?

Have a shot at #22055 (closed) - hide the Action buttons on project overview page.

Simplest thing I could think of to remove the buttons - allow hiding them for people who don't want them.

Mostly just copied changes from !53079 (merged)
