What does this MR do?
Since the pipeline in the preparation branch for the 14.0.8 patch release is failing (https://gitlab.com/gitlab-org/gitlab/-/jobs/1533315456) due to a flaky spec (spec/features/groups/import_export/connect_instance_spec.rb:22), we need to backport some fixes for that spec.
This is taken from !65153 (merged).
