[RUN AS-IF-FOSS] [RUN ALL RSPEC] Allow pipelines to be filtered by source

What does this MR do?

Remove the feature flag pipeline_source_filter and enable the feature implemented via !67846 (merged) and !67964 (merged) everywhere.
