Resolve Environment dashboard features cross joining with CI DB

What does this MR do?

It avoids cross joins with the CI database for features used by the Environments dashboard. Fixes #338006 (closed)

We have chosen to use association method overrides in the solution and the reasoning for the same is discussed in !68870 (comment 668472754)
