The source project of this merge request has been removed.
Add ENV variable of DEFAULT_LOCALE
As title, we JH need to set the default_locale is zh_CN instead of en.
If we have the entry of DEFAULT_LOCALE, SRE/Admin can set the global default locale easily in deployment.
