Update relative positions on querying board issues

What does this MR do?

Resolves #338667 (closed)

Some issues appearing in board lists have nil relative positions causing repositioning to fail.

To prevent this, we should check and initialize the relative positions of the issues when board issues are queried with GraphQL.
