Add Quota Presenter to separate Quota related display logic

What does this MR do?

Move display logic into QuotaPresenter.

This will make it easier to tell if a method is only for display or affects other business logic like dropping builds, updating minutes or notifying user.

Also explicitly refer to 0 as unlimited_minutes since that is what is implied by 0 minutes.
