Add translation to months in CI minutes feature
What does this MR do?
This marks the months of the CI minutes dropdown component for translation, we were planning to do this on the backend, but a frontend version is preferable
The months are already translated in
https://gitlab.com/gitlab-org/gitlab/-/blob/master/locale/gitlab.pot#L18866 (I don't recommend opening this file in the browser it can be a little bit slow). So using spritnf seems to be the only remaining step
