Remove feature flags for DAST disable_joins

What does this MR do?

removes 3x feature flags for disable_joins calls relating to the groupsharding initiative to move ci_* tables to their own database. these additions should now be considered stable and no longer need the ability to be disabled. these were introduced in %14.2.
