Replace token values for default milestones in issue boards

What does this MR do?

This MR changes the values we filter graphlq issue boards for milestones in new filtered search.

Behind the FF there is no change in functionality. It should work as expected

Repro

• rails c
• Feature.enable(:graphql_board_lists)
• Feature.enable(:issue_boards_filtered_search)
• Go to a project/group issue board
• Filter by Milestone title by selecting None, Any, Upcoming, Started
