Update to Ruby 2.7.4

What does this MR do?

Updates GitLab to the latest available 2.7 Ruby, which is 2.7.4.

Depends on: gitlab-development-kit!2137 (merged) (wasn't able to define an MR dependency, because this MR blocks another MR, and apparently we do not support transitive dependencies chains?)
