Remove feature flag infrastructure_registry_page

What does this MR do?

Removes the feature flag for infrastructure_registry_page.

The feature has been enabled by default for two months. It is currently rolled out to 100% of projects.

How to setup and validate locally (strongly suggested)

1. Verify the Infrastructure Registry menu item and page is available under the Packages & Registries
2. The feature is currently depending on the Package Registry and it shouldn't be available in case Package Registry is disabled.
