Duing application init connection can be assigned to `NullPool`

What does this MR do?

This appears to be a case for lazy init of performance bar that in some circumstances results in a exception raised as db_config is undefined.

This ensures that case noticed as part of gitlab-com/gl-infra/production#5349 (closed) is properly covered.
