Draft: Remove cluster applications services and workers
What does this MR do?
Follows up on the controller removal by removing the next layer of code, making way for the eventual database model removal.
TODO: This MR is quite large, I am going to split out a few functional changes before sending this to review, so this will be a clear cut "delete code and everything still works" change.
