Adds details about uploading license when no internet

What does this MR do?

• This responds to the feedback in #product about customers who were confused with needing to be connected to the internet
• This adds language in the There's a connectivity issue section of the admin license page that helps clarify support for offline/air gapped environments running GitLab 14.1+
