Enable instance-level integration overrides tab feature

What does this MR do?

This MR enables the instance-level integration overrides tab feature #218252 (closed).

It removes the feature flag and adds documentation.

QA

The QA steps are the same as outlined here except there will be no need to enable the flag first.
