Update quarantine reason

What does this MR do?

Updates the reason to waiting_on instead of bug as the test is disabled on staging and production due to temporary turning off of top_level_group_creation_enabled feature flag in live environments.

The test was originally tagged with #290717 (closed) which was later updated to #324808 (closed). The former is not a blocking issue for the test and should not keep it in quarantine.
