Redirect metrics_dictionary.md to new dictionary

What does this MR do?

Redirect metrics dictionary to new Dictionary wich is generated automatically

This way we don't need to use the rake task to keep the dictionary up to date

With this MR

• Redirect to https://gitlab-org.gitlab.io/growth/product-intelligence/metric-dictionary/
• Remove the checks from danger bot
• Remove related tests
