Clean up :graphql_board_list feature flag [RUN AS-IF-FOSS]

What does this MR do?

• Removes all mentions of :graphql_board_list feature flag.
• Removes shouldUseGraphql board getter
• Removes now unrelevant tests
• Updates unit tests previously relying on deprecated boardsStore

Cleaning of legacy/dead code will be done in future iterations.
