Sort scoped labels first in issuable sidebar
What does this MR do?
This is hopefully the first step of several to improve the lovability of labels
Scoped labels are often used as "mandatory/required" (e.g. to define groupproject management, devopsplan and sectiondev) By ordering/sorting scoped labels first, it makes it considerably easier to find them amongst a potential see of other labels.
