Resolve "Conan install fails with environment variables"

What does this MR do?

In #334995 (closed) it was found that explicitly stating your username and password with Conan commands only works for uploads and not downloads. Since that issue is ongoing, this MR removes the note to help developers avoid any future confusion over the issue.
