Deprecate Secure user_[analyzer]_scan service ping metrics

What does this MR do?

Deprecates user_[analyzer name]_scans usage ping metrics as they are not used and impede the effort to improve database performance by moving ci_* tables into a different database.

Metrics remain in place reporting a hard-coded value of -1000.

In part resolves issue #338009 (closed).
