New page with alpha/beta support definitions from handbook

What does this MR do?

Creates a new page in the GitLab documentation containing information about Alpha and Beta including the level support offered for issues with each.

Current docs contain links to handbook definitions and desire is to have these definitions included in the docs so that they are available to customers who cannot browse to the handbook from their GitLab instances.

Once the new page is available existing alpha/beta references in the docs will be updated to link to it.

Review checklist

      • Any task steps should be written as a numbered list.
      • If the content still needs to be edited for topic types, you can create a follow-up issue with the docs-technical-debt label.
  • Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  • Ensure a release milestone is set.
